PURPOSE OF THE JOB

The Project Interface Engineer for Signaling and SCADA in Haifa-Nazareth(NofiT) LRT Line Project is responsible for managing and coordinating all technical interfaces between these systems and other subsystems(e.g., ocs, power, com, rolling stock). The role ensures smooth integration, timely resolution of interface issues and compliance with project requirements, safety standards and delivery timelines.The engineer leads interface management and oversees both offshore and onshore coordination with internal teams, stakeholders, and clients. To ensure that all interfaces are handled efficiently and meet both contractual and technical requirements, including the preparation and review of implementation-ready designs.The role involves actively monitoring and tracking the resolution of interface issues, ensuring that all involved parties contribute to timely and effective solutions.

MAIN RESPONSABILITIES

Key accountabilities:

  • Interface Management: Identify, define, and manage all technical interfaces between Signaling, SCADA, and other subsystems (e.g., ocs, power, com, rolling stock).
  • Cross-Functional Coordination: Facilitate communication and coordination between internal teams, external contractors, and suppliers to ensure alignment on interface requirements.
  • Compliance & Standards: Ensure all interface designs comply with relevant industry standards, safety regulations, and project specifications.
  • Documentation: Develop and maintain Interface Control Documents (ICDs), Interface Requirement Specifications (IRS), and Interface Management Plans.
  • Risk Mitigation: Proactively identify interface-related risks and resolve conflicts or design mismatches to avoid delays.
  • Testing & Commissioning Support: Assist in integration testing, validation, and commissioning to ensure interface functionality.
  • ICD Development: Define and develop ICDs related to Signaling and SCADA systems and ensure they reach the resolution state per the Interface Management Plan.
  • Timely Resolution: Ensure all Signaling and SCADA interfaces are resolved promptly to prevent delays in the construction schedule.
  • Design Modifications: Coordinate and follow up on modifications related to Signaling and SCADA with relevant Railway Systems disciplines.
  • Integrated Design Support: Support decision-making for integrated design solutions in Signaling and SCADA.
  • Feasibility & Responsibility: Ensure feasibility of modifications and clarify responsibilities among involved parties.
  • Construction & T&C Support: Provide interface-related support to construction and testing & commissioning managers.
  • Client Coordination: Collaborate with the Project Technical Manager and Project Engineering Manager to coordinate with the client for design approvals and communicate technical feedback to the Engineering team.
  • Stakeholder Coordination: Manage internal and external interface coordination with stakeholders including the project manager, core team, client, offshore engineering and system interface teams.
  • Design Reviews: Organize and lead design review workshops with interface parties and clients.
  • Coordination: Initiate and manage technical meetings to coordinate interface activities.
  • Contractual Consistency: Ensure interface consistency with contract requirements and project needs.
  • Stakeholder Agreement: Manage interface definitions and secure stakeholder agreement and client approvals.
  • Quality & Delivery: Ensure progress and delivery meet quality, cost, and delivery (QCD) targets and align with company best practices.

Performance measurements:

  • Definition, development, and timely follow-up of Interface Control Documents (ICDs) in line with project planning.
  • Effective coordination with design delivery teams.
  • Collaboration with Combined Services Drawings (CSD) and BIM teams.
  • Clear and consistent reporting of progress and interface issues.
  • Understanding of multidisciplinary constraints and integration needs.
  • Familiarity with and application of configuration management principles.
  • On-time delivery of interface documents (ICDs, IRS) per project schedule.
  • Timely and effective resolution of interface issues.
  • High-quality coordination with internal and external stakeholders.
  • Compliance with safety, technical, and contractual standards.
  • Support during integration, testing, and commissioning phases.
  • Proactive management of interface-related risks and design changes.

MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

  • B.Sc. in Electrical, Mechanical or Industrial Engineering

Desirable:

  • M.Sc. in Electrical, Mechanical or Industrial
  • M.Sc. in System Engineering
  • Degree in Signaling competency

Experience

Mandatory:

  • Minimum of 5 Years of professional experience in Engineering / Technical functions
  • 3 years’ experience Rail Transit systems Projects and/or in management of systems interfaces

Desirable:

  • Broad Knowledge of urban / railway systems
  • 3 Professional experience in Railway Signaling
