- Defines the Temporary Operation rules and procedures:
- to operate the systems under his/her responsibility for testing activities,
- to protect the staff, the workers and the public against the danger due to railway vehicle movement and live parts and equipments,
- Recruits, trains and manages the Temporary Operation team:
- To control the work along the tracks, in depot, in stations and substations,
- To operate the traction power supply locally and remotely from the Operating Control Center,
- To operate the trains and Signalling systems manually on site, from the station operation rooms and remotely from the Operating Control Center.
- Defines the means and tools for the Temporary Operation activities,
- Ensures the protection measures and operating restrictions are applied and strictly followed. These measures and restrictions come from:
- EHS team (for protections measures),
- Safety team (for safety restrictions),
- Subsystem team (for operational restrictions)
- Makes all documents and drawings deemed necessary for the Temporary Operation and update them in a timely and accurate way according to the evolution of the construction and tests (Electrical diagram, Isolating Instruction, open track section, etc…),
- Ensures the staff involved in the Temporary Operations are duly trained on the rules and processes and have the knowledge and competences related to their duties,
- Communicates through specific documents issued for activities which need to be coordinated tightly between several entities including operator, council, traffic department…
- Performs frequent visits to the site to assess the risks resulting from the uncompleted works and the on-going installation activities. If deemed necessary, produces complementary rules & regulations,
- Makes sure all incidents and accidents are registered and covered by a proper report. Identifies the root cause (improper application of the rules, lack of rules or engineering issue),
- Manages the Temporary Operation on the day-to-day basis,
- Organizes the collection of the available log events, fault recorder, data logger files relevant to the operations and the VTA team,
- Produces regular statistics relevant to Temporary Operation activities.
