PURPOSE OF THE JOB

Manage industrial scope in the Project ensuring that the material (Internal AT supply & any equipment under Industrialization scope) - including notably documentation and relevant certificates - are delivered to the project stakeholders (Project Management, Engineering, Installation) according to project QCD commitments.

MAIN RESPONSABILITIES

PMM Role is an evolution of former PrIDM (Project Industrial Manager).

This role is governed by process: Manage Project Industrialization & Supply Chain published in STAGES

At project start, the PMM:

  • Obtain QCD commitment from tender phase and ensure that the commitments are well understood by Project, Industrial and Supply Chain
  • Contribute for his/her scope to build the cost forecast for the FPR0, with bridge to explain evolution from tender negotiation
  • Define the Project Material Plan, including industrial reviews. Support the Factory acceptance Test (FAT) plan in collaboration with Quality and Engineering.
  • Participate to the Supplier Parts List (SPL) reviews and contribute to the Project Warehouse Management plan.
  • According to his/her AT Internal & Industrialization material scope, in collaboration with Legal Department, build and publish any specific Contractual requirements to be applied for the project, ensuring good use and application by stakeholders.
  • Ensure his/her participation at Launch meeting organized by PM (Project Manager), SSMs (Sub System Managers) or any delegate. Cascade the information received during the launch meeting to Supply chain & Industrial teams

Project Execution: QCD Management

Project Demand Planning & Inventory Management

  • In Signalling Projects, for Internal & Indus scope, PMM shall perform Project’s end-to-end material retro-planning in coordination with Project planning, Engineering, PPM as per SPL agreed, and Installation.
  • Be proactive on BoM/BoQ availability and associated obsolescence management plan (under Project responsibility).
  • Contribute to the Project’s cash flow targets planning the receipt of material orders rightly on time for its utilization, minimizing the time the material remains in the warehouse. Support project closure to clean and close Hard Inventory topics.
  • Optimize Project hard inventory value, guarantee that the level of stock on his/her project fits to the Industrial strategy, through consistent synchronization of industrial planning with Project’s planning.
  • Be proactive in identifying if any portion of the BoM/BoQ can be covered with excess material in ALSTOM.
  • Project Warehouse (when required): coordinate with regional SC/Logistics and project team to make sure Project Warehouse is properly implemented
  • Handover to warranty team upon project finalization

Project Industrialization

  • Apply Signalling Project Industrial Review Process.
  • Ensure the proper set-up of Project Industrialization process and manage the corresponding deliverables in QCD.
  • Manage industrial coordination: leading Unit PMM coordinates with Core Team, PIM, Industrial stakeholders (SC, industrialization métier), support Functions and other PMMs of Participating Units.
  • Supervise the availability on time of industrial requirements/industrial scheme, and related make or buy strategy.
  • Ensure that necessary inputs data allowing respect of QCD commitment are consistently and timely made available by other project’s contributors (such as BoM, BoQ, requirements specification, …). In particular monitor that development and Industrialization of new/modified Generic Products (under PIM responsibility) used on the project is coherent with Project Industrial schedule, and coordinates mitigation plan when needed.
  • For Project specific products (notably trackside shelters/cubicles, on-boards cabinets…) check the completeness and on time availability of the detailed design (under PrEM responsibility).
  • Coordinate and supervises the Industrial Operations that are in charge of the following tasks: supervision of material delivery, products manufacturing and testing, logistic & shipment.
  • For Generic Products, ensure the coordination with the PIM and Supply Chain/Logistic teams based on remote/participating units (notably ensures transfer orders are released timely and consistently to Participating Units).
  • For both generic and project specific products, communicate availability of material to plan the FAT with Customer (FAT management under Quality accountability) and follow it up through the retroplanning.
  • Maximize the usage of standardized product inside the project material delivery scope and industrialize the logistics flow to reduce end to end material lead time (from Supplier to Customer).

Cost Management for AT Internal material & Industrialization scope

  • Have a general vision of the Project’s and Suppliers' progress, milestone, stakes, and risks.
  • Follow project particular conditions are correctly applied and respected (such as localization rate, financial conditions…).
  • Build and update the Estimate at Completion (EAC) for Project Manager /each Sub-Systems
  • According to his/her material scope, define improvement plans, follow-up the progress and ensure the progress is compliant with Project objectives
  • Support Project Manager /Sub-System Manager with each gap vs CPR0 (deviation sheet & bridge approval process). Contribute to FRP
  • Follow-up Saving/Degradation (SAMP/RAMP) related to Internal material, and industrialization scope

In Signalling Projects, specific case when no PPM is appointed by Procurement, or when handover from PPM to PMM is performed:

  • PMM role can be extended to take some PPM responsibilities in managing the Project QCD commitments also for External material, defined in the relevant RACI (namely below activities):
  • Involved in TTM Procurement to build CPR0
  • Estimated cost at Completion and bridge for external material (recover risks & committed saving and ASIP reconciliation with bridge)
  • Retroplanning
  • Manage purchase request for NRC
  • Claim management
  • Contract top clause in CMSP to flow down to buyers and contract mapping

At tender stage, appointment strategy for Project Procurement Manager (PPM) needs to be defined by Procurement, and keys stakeholders need to be informed about Supply Chain on taking some responsibilities according to the defined RACI.

Note : Infrastructure and Turnkey projects, PPM are appointed to manage QCD of external material

  • Quality: DFQ / Project Industrial Review milestones following project schedule, Go FAI On-Time when no PPM.
  • Cost: Internal & External (when no PPM) material cost monitoring including cost reduction versus budget.
  • Project Hard Inventory: Cash in – cash out curve.
  • Delivery: On time material deliveries to the project, No Missing parts
  • BoM: Bill of Materials.
  • BoQ: Bill of Quantity.
  • CPR0: Critical Project Review
  • DFQ: Design For Quality
  • ePMFU: Electronic Parts Maturity Follow Up (tool)
  • FAI: First Article Inspection.

MAIN REQUIRED COMPETENCIES

Educational Requirements

Mandatory:

  • University Degree Engineering, MASTER (engineering, project management, Procurement and or Supply Chain…)

Experience

  • Interest in technical field.
  • Financial acumen
  • Good understanding of production and logistics processes
  • 3 to 7 years of experience (Project, Sourcing, Engineering, Quality…)

Desirable:
